미국 노던일리노이주립대(Northern Illinois University) 정치학 박사학위를 취득했다. 현재 국립부경대학교 글로벌자율전공학부 교수로 재직 중이다. 저서로 『기후변화의 국제정치』, 『미세먼지의 과학과 정치』(공저), 『탄소중립과 그린뉴딜』(공저), 『기후변화와 세계정치』(공저) 등 다수가 있으며 논문으로는 「Varieties of Green Stimulus Policies: Comparative Analysis of the Green Growth and Green New Deal Policies in South Korea」, 「Climate Hypocrisy? A Case of Korea’s Involvement in Coal Capacity Expansion in Southeast Asia」, 「From Fragmentation to Centralization in Policymaking: An Explanation for the Expansion of China’s Civilian Nuclear Industry」 등이 있다.
