1976년 예일대학에서 박사 학위를 받으면서 그해 존 애디슨 포터상을 받았다. 시카고대학, 프린스턴대학 교수를 거쳐 현재 뉴욕대학 교수로 있다. 저서로 《뱅자맹 콩스탕과 근대 자유주의의 형성(Benjamin Constant and the Making of Modern Liberalism)》(1984), 《반자유주의 해부(The Anatomy of Antiliberalism)》(1993), 《열정과 통제(Passions and Constraint: On the Theory of Liberal Democracy)》(1995), 《투우사의 망토(The Matador’s Cape: America’s Reckless Response to Terror)》(2007) 등이 있다.
