시카고대학에서 박사학위를 취득했다. 드폴대학 교수를 거쳐, 현재 위스콘신 밀워키 대학의 교수로 재직 중이다. 19세기 동아시아의 서구화, 중국과 일본의 국제법과 국가주권, 자유주의 문제 등에 관심을 가지고 있다. 저서로 Personal Liberty and Public Good: The Introduction of John Stuart Mill to Japan and China(2020), International Law and Japanese Sovereignty: The Emerging Global Order in the 19th Century(2016), Borders of Chinese Civilization Geography and History at Empire’s End Duke University Press Books(1996) 등이 있다.
