서울대학교 정치학과를 졸업하고, 동 대학원에서 정치학 석사학위를, 로체스터대학교에서 정치학 박사학위를 받았다. 예일대학교 정치학과 조교수 및 성균관대학교 경제학과 부교수를 역임했으며, 현재 경희대학교 경제학과 교수로 재직 중이다. 주요 논문으로는 “Voting Equilibria Under Proportional Representation”, “Retrospective Voting and Political Representation”, “Bargaining Foundations of the Median Voter Theorem”(공저) 등이 있다.
