1975년 도쿄에서 태어나 일본 릿쿄대학을 졸업하고 코넬대학 역사학과에서 박사학위를 취득한 후 케임브리지대학에서 박사 후 연구원을, 포니정재단 펠로우십 프로그램으로 고려대학교 민족문화연구원에서 연구교수를 지냈다. 현재는 영국 셰필드대학 동아시아학부 조교수로 있다. 해방 후 한반도와 일본의 관계를 새로운 시각에서 연구하고 있으며, 재일조선인 문제를 다룬 박사학위논문 “Crucible of the Post-Empire?:?Decolonization, Race and Cold War Politics in U.S.-Japan-Korea Relations, 1945~1952”으로 International Convention of Asia Scholars(ICAS) 최우수인문학박사논문상을 수상했다. 주요논문으로 “The Empire Strikes Back from Within?:?Colonial Liberation and the Korean Minority Question at the Birth of Postwar Japan, 1945~1947”(American Historical Review 126, no.2, 2021.6), 「배반당한 ‘해방’－미군 점령하 ‘재일조선인 문제’와 냉전, 1945~1948」, “Fighting the Korean War in Pacifist Japan?:?Korean and Japanese Leftist Solidarity and American Cold War Containment”(Critical Asian Studies, 2017) 등이 있다.
