미국의 저명한 법철학자이자 헌법학자이다. 다트머스 대학을 졸업했으며, 같은 대학교 대학원에서 경영학 전문석사(MBA) 학위를 받았다. 이후 하버드 대학 로스쿨에서 법학 전문석사(JD) 학위를 받았으며, 변호사로 활동하기도 했다. 미시간 대학 로스쿨 교수를 거쳐 하버드 대학 케네디 스쿨의 헌법 교수로 오랫동안 재직했으며, 현재 미국 버지니아 대학 로스쿨 특훈교수로 있다.
저서로 The Law of Obscenity(BNA, 1976), Free Speech: A Philosophical Enquiry(Cambridge University Press, 1982), Playing By the Rules: A Philosophical Examination of Rule-Based Decision-Making in Law and in Life(Oxford University Press, 1991), Profiles, Probabilities, and Stereotypes(Harvard University Press, 2003), The Force of Law(Harvard University Press, 2015) 등이 있다. 편저로는 그가 법학자 칼 르웰린(Karl Llewellyn)의 유고를 모으고 서문을 덧붙여 편집한 The Theory of Rules(University of Chicago Press, 2011), 그리고 공동 편집에 참여한 The Philosophy of Law(Oxford University Press, 1996)와 The First Amendment(West, 1995)가 있다. 이외에 200여 편의 논문도 썼다. 또한 그는 영어권에서 정평 있는 법학(법이론) 저널이라 할 수 있는 Legal Theory의 초대 공동 편집장을 지내기도 했으며, 맥아더 재단의 법과 신경과학 프로젝트 이사회의 일원으로 활동하기도 했다.
