런던대학(Royal Holloway, University of London) 정치국제관계학과 교수이다. UCLA에서 정치학 석사와 박사 학위를 받고, 미국의 피츠버그 대학과 영국의 서식스 대학에서 교수를 지냈다. 이 책 외에 주요 저서로는 『War and Social Change in Modern Europe : the great transformation revisited』(2004), 『Global Development : a 'Horizontal Perspective'』(2009) 등이 있다.
