해군대학원(NPS) 지역 및 국제 안보 연구소(IRIS)의 교수이며, 같은 대학의 우주 시스템 학술 그룹의 겸임 교수이다. 캘리포니아 대학교 버클리에서 정치학 박사 학위를, 스탠퍼드 대학교에서 석사 및 학사 학위를 받았다.
2020년 9월부터 2022년 3월까지 NPS 국제국방대학원 학장을 역임했으며, 2018년부터 2020년까지는 NPS 국가안보학 학과장을 맡았다. 2012년부터 2016년까지는 NSA 연구 부학과장이었고, 동시에 미 정부의 국방위협감축국(DTRA)의 지원을 받는 현대분쟁연구센터(CCC)와 대량살상무기 대응을 위한 첨단 시스템 및 개념 프로젝트(PASCC)를 이끌었다.
저서에 Crowded Orbits: Conflict and Cooperation in Space (Columbia University Press, 2024 and 2014 editions), Asia’s Space Race: National Motivations, Regional Rivalries, and International Risks (Columbia University Press, 2012), The Politics of Space Security: Strategic Restraint and the Pursuit of National Interests (Stanford University Press, 2019, 2011, and 2008 editions) 등이 있다.
그는 또한 Nuclear Weapons and Nonproliferation (ABC-CLIO, 2007 and 2002 editions)을 공동 저술했고, 우주 정책에 관한 두 권의 저서 Preventing Nuclear Meltdown (Ashgate, 2004)와 The North Korean Nuclear Program (Routledge, 2000)과 Collective Security in Space: Asian Perspectives and European Perspectives (George Washington University, 2008 and 2007)를 공동 편집했다.
