케임브리지대학 역사학부 교수. 영국 학술원 회원. 케임브리지대학 트리니티칼리지에서 E. H. 카의 지도를 받고 버밍엄대학에서 소비에트의 외교정책 연구로 박사학위를 받았다. 예일대학, 하버드대학, 스탠퍼드대학, 프린스턴대학 고등연구원 등의 초청으로 다년간 미국에서 연구하고 강의했다. 현재 냉전 시대의 국제관계와 유럽 현대사를 가르치고 있다. 지은 책으로 Russia’s Cold War, 1917~1989(2011), The Nixon Administration and the Death of Allende’s Chile(2005), No Virtue Like Necessity(2002), The Soviet Union and the Threat From the East, 1933~1941(1992), The Soviet Union and the Politics of Nuclear Weapons in Europe, 1969~1987(1989), The Soviet Union and the Struggle for Collective Security in Europe, 1933~39(1984), Soviet Foreign Policy, 1930~33(1983) 등이 있다.
