국가의 독점 영역으로만 생각되었던 군사 부문이 민간에게로 이전되고 있다. 1991년 시에라리온에서 혁명연합전선이 일으킨 반란으로 시작된 내전은 남아공에 본부를 둔 이그제큐티브 아웃컴즈Executive Outcomes라는 민간 군사기업에 의해 정부군의 승리로 끝났으며, 크로아티아 내전 역시 민간 군사기업인 MPRI에 의해 그 판도가 180도 달라진 것으로 평가된다. 우리는 이러한 현상을 어떻게 바라봐야 하는가? 과연 민간 군사 기업은 어떤 기업인가? 이 책은 지금까지 베일 속에 가려져 왔던 '전쟁 대행 주식회사' 즉, 민간 군사 기업Privatized Military Firm의 모든 것을 파헤친다. 민간 군사 기업이란 군사 용역을 상품으로 파는 기업으로, 즉 전투 활동, 전략 계획, 군사 훈련, 첩보, 병참, 정보전 등 모든 군사 관련 업무를 대행함으로써 이윤을 창출하는 대기업corporation이다. 이들의 활동 영역은 약소국에서부터 강대국에 이르기까지 전 세계를 범위로 한며, 내전부터 국내외 정부, 다국적 기업, 비정부 기구 등 상대를 가리지 않고 용역 활용을 펼치고 있는 중이다. 저자는 한 나라의 전쟁 판도를 순식간에 바꿔 버린 이그제큐티브 아웃컴즈와 MPRI, 브라운 앤드 루트 등 민간 군사 기업 등을 중심으로 하여, 정통 전쟁술과 법규, 전통적인 안보와 동맹 관계를 뿌리채 흔들고 있는 여타의 현상에 대해 고찰하고 있다. Some have claimed that "War is too important to be left to the generals," but P. W. Singer asks "What about the business executives?" Breaking out of the gunsforhire mold of traditional mercenaries, corporations now sell skills and services that until recently only state militaries possessed. Their products range from trained commando teams to strategic advice from generals. This new "Privatized Military Industry" encompasses hundreds of companies, thousands of employees, and billions of dollars in revenue. Whether as proxies or suppliers, such firms have participated in wars in Africa, Asia, the Balkans, and Latin America. More recently, they have become a key element in U.S. military operations. Private corporations working for profit now sway the course of national and international conflict, but the consequences have been little explored. In this book, Singer provides the first account of the military services industry and its broader implications. Corporate Warriors includes a description of how the business works, as well as portraits of each of the basic types of companies: military providers that offer troops for tactical operations; military consultants that supply expert advice and training; and military support companies that sell logistics, intelligence, and engineering. The privatization of warfare allows startling new capabilities and efficiencies in the ways that war is carried out. At the same time, however, Singer finds that the entrance of the profit motive onto the battlefield raises a series of troubling questionsfor democracy, for ethics, for management, for human rights, and for national security. Author Bio:P. W. Singer is National Security Fellow in the Foreign Policy Studies Program at the Brookings Institution and Director of the Brookings Project on U.S. Policy towards the Islamic World. He has served in the Office of the Secretary of Defense and the International Peace Academy. Singer has been featured in the Atlantic Monthly, the Boston Globe, the Financial Times, the Los Angeles Times, and the New York Times. He has also appeared as an expert commentator on ABC, BBC, CBS, CNN, the Discovery Channel, Fox, NBC, and NPR (including a feature interview on Fresh Air).
