미국의 새로운 선택, 스마트 파워 리처드 아미티지, 조지프 나이 등 미국의 지도자급 전문가 20명이 머리를 모아 발표한 국가전략 제안서인 이 책은 소프트 파워와 하드 파워의 '영리한 조합', 곧 스마트 파워 전략과 정책을 제안하고 있다. 미국이 자국의 새로운 외교 전략으로 스마트 파워 개념을 제시했을 뿐 아니라, 미국이 스마트 파워가 되려면 실천해야 할 과제와 정책 대안을 차기 행정부에 구체적으로 제안하면서 스마트 파워 전략이 과연 무엇인지 그 실체를 밝히고 있는 책이기도 하다. 최근 미국이 군사력과 경제력으로 타국을 압박하여 자국의 뜻을 관철시키는 하드 파워를 과도하게 사용하여 도리어 패권의 위기를 맞았다는 문제의식에서 출발하였으며, 소프트 파워로 다른 나라 정부와 사람들을 설득하는 등의 하드 파워와 소프트 파워를 영리하게 결합하는 스마트 파워 전략이 필요하다고 말하고 있다. 일방주의에서 다자주의로, 세계적 공공재 생산에 앞장 설 것, '국민'과 소통하는 공공외교, 경제통합과 경제통합 과정에서 소외된 사람들에 대한 배려, 에너지 안보 등 세계적 의제에 대한 미국의 리더십 복구 등의 해법을 제시하고 있다. 한국에서는 스마트 파워 전략에 담긴 미국의 정책 의도를 파악함으로써 미국의 스마트 파워 전략이 한국에 미칠 구체적인 영향을 예측할 수 있을 것이다. America's image and influence have declined precipitously around the world. To maintain a leading role in global affairs, the United States must move from eliciting fear and anger to inspiring optimism and hope. In 2006, CSIS launched a bipartisan Commission on Smart Power to develop a vision to guide America's global engagement. This report lays out the commission's findings and a discrete set of recommendations for how the next president of the United States, regardless of political party, can implement a smart power strategy. The United States must become a smarter power by once again investing in the global good?providing things people and governments in all quarters of the world want but cannot attain in the absence of American leadership. By complementing U.S. military and economic might with greater investments in soft power, America can build the framework it needs to tackle tough global challenges. Specifically, the United States should focus on five critical areas detailed in this report: alliances and institutions, global development, public diplomacy, economic integration, and technology and innovation. Implementing a smart power strategy will require a strategic reassessment of how the U.S. government is organized, coordinated, and budgeted. The next president should consider a number of creative solutions to maximize the administration's ability to organize for success, including the appointment of a "double-hatted" deputy to both the national security adviser and the director of the Office of Management and Budget who could carry out a smart power strategy.

저자 소개

저자 : Richard L. Armitage

Richard L. Armitage has had a distinguished career in public service, most recently as deputy secretary of state (2001-2005). He was also assistant secretary of defense for international security affairs (1983-1989). A decorated Vietnam veteran, Secretary Armitage is president of Armitage International and sits on the CSIS Board of Trustees. Joseph S. Nye, Jr., is currently a distinguished service professor at Harvard University and a former dean of the Kennedy School of Government. He earlier served as assistant secretary of defense for international security affairs (1994-1995) and chairman of the National Intelligence Council (1993-1994). Dr. Nye sits on the CSIS Board of Trustees.
