책소개

경제 성장을 위한 학습사회는 어떻게 구축되는가 인간의 역사에서 삶의 질을 높이기 위한 최선의 방법은 ‘생산성 향상’에 있었다. 중세시대에 정체되었던 삶의 질이 근대에 들어 가파르게 증가한 것 역시 생산성의 향상 때문이었다. 그리고 이는 기술진보에 따른 학습 능력 향상의 결과였다. 학습 능력을 높이는 사회, 즉 학습사회 구축이 삶의 질을 높이는 조건이었던 것이다. 그렇다면 학습사회란 무엇인가? 말 그대로 ‘더 잘하는 법’을 학습하는 사회다. 학습에 대한 능력과 인센티브를 증가시키고, 학습하는 법을 배우고, 가장 생산적인 기업과 여타 기업들의 지식 차이를 줄이는 등의 생산 효율성을 높이기 위해 노력하는 사회 말이다. 저자들은 학습사회 관점에서 보면 현재 산업선진국과 개발도상국의 소득 격차를 나누는 ‘지식’의 독점이 갈수록 심화되고 있고, 시장 자유화에 따른 과도하고 불공정한 경쟁이 학습과 자원의 효율적인 분배에 악영향을 끼치고 있다고 주장한다. 경쟁이 혁신을 불러와 생산성을 높이리라는 생각은 안이하며, 금융시장은 왜곡돼 비효율적이고, 시장 독점과 수익 극대화를 위한 불공정한 경쟁은 가속되고 있다는 것이다. 한마디로 ‘더 잘하는 법’을 위한 기존의 경제정책들에서 비효율성이 드러나고 있다는 뜻이다. 따라서 자유무역을 비롯한 오랫동안 이어진 전통경제학의 미덕들이 최소한 개발도상국에서만큼은 재고되어야 한다고 저자들은 주장한다. 기존 경제정책을 그대로 답습하는 게 아니라, 자국의 사정에 맞춰 ‘더 잘하는 법’을 학습하는 ‘창조적 학습사회’를 구축할 때, 비로소 삶의 질이 향상될 수 있다는 것이다. 그런 점에서《창조적 학습사회》는 시장경제에서의 경쟁이 효율적이며 탐욕의 추구는 ‘보이지 않는 손’으로 인해 사회 후생으로 이어진다는 전통경제학적 관점에 대해 의문을 제기하며, 시장효율성을 증대시키고 사회 후생을 증대시키는 방향에 대해 올바른 길을 찾아가는 과정이라 할 수 있다. It has long been recognized that an improved standard of living results from advances in technology, not from the accumulation of capital. It has also become clear that what truly separates developed from less-developed countries is not just a gap in resources or output but a gap in knowledge. In fact, the pace at which developing countries grow is largely a function of the pace at which they close that gap. Thus, to understand how countries grow and develop, it is essential to know how they learn and become more productive and what government can do to promote learning. In "Creating a Learning Society," Joseph E. Stiglitz and Bruce C. Greenwald cast light on the significance of this insight for economic theory and policy. Taking as a starting point Kenneth J. Arrow's 1962 paper "Learning by Doing," they explain why the production of knowledge differs from that of other goods and why market economies alone typically do not produce and transmit knowledge efficiently. Closing knowledge gaps and helping laggards learn are central to growth and development. But creating a learning society is equally crucial if we are to sustain improved living standards in advanced countries. Combining accessible prose with technical economic analysis, Stiglitz and Greenwald provide new models of "endogenous growth," up-ending the thinking about both domestic and global policy and trade regimes. They show how well-designed government trade and industrial policies can help create a learning society, and how poorly designed intellectual property regimes can retard learning. They also explain how virtually every government policy has effects, both positive and negative, on learning, a fact that policymakers must recognize. They demonstrate why many standard policy prescriptions, especially those associated with "neoliberal" doctrines focusing on static resource allocations, have impeded learning. Among the provocative implications are that free trade may lead to stagnation whereas broad-based industrial protection and exchange rate interventions may bring benefits--not just to the industrial sector, but to the entire economy. The volume concludes with brief commentaries from Philippe Aghion and Michael Woodford, as well as from Nobel Laureates Kenneth J. Arrow and Robert M. Solow.

컬럼비아대학교 석좌교수이자 2001년 노벨경제학상 수상 경제학자. 매사추세츠공과대학교(MIT)에서 경제학 박사학위를 받은 뒤 예일대학교 정교수로 부임했다. 듀크대학교, 스탠퍼드대학교, 옥스퍼드대학교, 프린스턴대학교에서 교수로 재직했고, 빌 클린턴 행정부 경제자문위원회 위원장, 세계은행 수석 부총재 겸 수석 경제학자를 역임하며 학계와 정계를 넘나드는 실천적 경제학자로 자리매김했다. 1979년에 40세 이하 학자 중 경제학에 가장 큰 기여를 한 인물에게 수여하는 존베이츠클라크메달(John Bates Clark Award)을 수상했으며 2001년에는 정보의 비대칭이 시장에 미치는 영향을 분석한 공로로 노벨경제학상을 수상했다. 세계에서 가장 널리 인용되는 경제학자 중 한 명으로, 세계화, 자유무역, 규제 완화의 문제점을 지적하며 빈곤과 불평등 해결을 위한 경제적 대안을 지속적으로 모색해 왔다. 정책대화이니셔티브(IPD)의 공동창립자이자 공동회장이며 루스벨트연구소(Roosevelt Institute) 수석 연구위원으로 활동하고 있다.
