연세대학교 사학과를 졸업하고 같은 대학원에서 석사와 박사 학위를 받았다. 35년간 상명대학교 역사콘텐츠학과 교수로 재직했으며, 2022년 2월 정년 퇴임한 후 명예교수로 있다. 재직 중에는 학장, 평생교육원장, 특성화사업단장을 역임했다. 역사와 관련된 사회적 이슈가 제기될 때마다, 언론 매체나 SNS를 통해 대중의 눈높이에서 소통하는 작업을 이어가고 있다.

검정 역사 교과서를 대표하는 집필자로 활동해 왔고, 국정 역사 교과서 저지의 선봉장 역할을 했다는 평가를 받았다. 서울시교육청의 역사교육위원장으로서 역사 교육의 패러다임을 바꾸기 위해 노력했다. 현재 국무총리 산하 제주 4.3사건 진상 규명 및 희생자 명예회복위원회 위원이며, 추가 진상조사분과 위원장을 맡고 있다. 역사콘텐츠라는 개념을 창시하였고, 다양한 문화콘텐츠의 기획 및 제작 과정에 참여했다. 특히 역사를 소재로 한 여러 영화에 자문 역할을 하였으며, 다수의 역사 방송 프로그램에 출연했다. 남성 교수로서는 최초로 ‘한국여성사’ 교양 강의를 개설해 역사학의 지평을 넓히는 데 매진했다.

박사 학위 논문 「19세기 후반 개화개혁론의 구조와 전개-독립협회를 중심으로」를 비롯해 「청년기 이승만의 언론, 정치 활동 해외 활동」, 「뉴라이트의 식민사관 부활 프로젝트」 등의 논문을 썼다. 저서로는 『주진오의 한국 현재사』, 『한국 여성사 깊이 읽기』(공저), 『한국 근대사 1』(공저) 등이 있다.
