경제 위기, 긴축, 과도한 부채, 빈곤, 불평등, 환경적 폐해로 특징지어지는 현 경제 체제! 이를 대체할 진정한 대안은 무엇인가! 현대의 첨단 기술 경제에서는 이러한 기능 이상이 나타나고 있다. 이러한 현실은 근본적으로 새로운 사고와 경제 시스템의 재설계를 요구하고 있다. 저자는 이에 대한 진정한 대안으로 주권화폐에 의해 뒷받침되는 기본소득을 도입할 것을 주장한다. 우리는 전체적으로 소비를 뒷받침하기에 충분할 정도로 벌지 못하고 있다. 이로 인해 불가피하게 근로 소득을 비근로 소득으로 보충해야 할 필요성이 대두되었다. 실제로 비근로 소득은 연금, 복지 혜택, 배당금, 가계 대출의 형태로 크게 늘어났다. 정부의 적자도 마찬가지로 첨단 기술 경제에서 불가피한 요소가 되었기 때문에 국가 부채가 GDP를 상회하여 상환할 수 없는 수준에 달했으며 연간 막대한 자금 조달 비용이 발생하고 있다. 사실상 현재에는 소비자 부채가 기본소득의 대체물로서 기능하고 있을 뿐만 아니라 재정 적자가 주권화폐의 대체물로서 기능하고 있다. 정부 적자의 일부를 주권화폐(즉 기본소득과 중앙 정부 및 지방 정부의 지출을 뒷받침하기 위해서 국가가 직접 발행한, ‘적자’로 기록되지도 않고 부채를 불러오지도 않는 화폐)로 대체할 수 있다면 주권화폐는 정부 부채의 발행이나 매입을 요구하지 않기 때문에 정부 부채와 적자 감축을 위한 긴축 정책을 필요로 하지 않는다. 긴축 정책은 사회의 저소득층에 대한 경제적 지원을 줄여 빈곤과 불평등을 증가시킨다. But policies of tighter bank regulation, quantitative easing, and austerity failed, and proved counter-productive. This book challenges this orthodox view. From a careful analysis of long-term economic data, it shows that earned income has inexorably fallen behind economic output, leading to huge increases in consumer debt, causing the crisis. Governments have sought to curtail deficit spending by socially harmful austerity policy. The answer is a universal basic income, funded by debt-free sovereign money, which also funds government social expenditure, always limited by economic output to avoid inflation. This book will appeal to policy makers, academic economists, think tank networks, and everyone who is concerned with the ongoing dysfunctionality of the current economic system.
