긴축, 그 위험한 생각의 역사를 경제사상과 경제정책을 넘나들며 파헤치다 오늘날 혼란에 빠져있는 세계의 정치와 경제의 중심에는 긴축이 있다. 이 책은 그 긴축의 역사를 경제사상과 경제정책을 넘나들며 정리한다. 그 과정에서 일부 경제학자들과 언론들에 의해 유포된 잘못된 생각을 바로잡고, 기억해야 할 교훈들을 이끌어 낸다. 저자는 유럽 재정 위기를 분석하며 잘못된 은행 시스템과 유로화라는 통화제도가 겹쳐져서 만들어진 은행 위기가 그 본질임을 밝힌다. 결국 재정 위기의 해결책으로 각종 공공 지출의 대규모 삭감을 요구하는 긴축정책은 은행의 책임을 시민들에게 전가하는 일이라는 것이다. 또한 인플레이션과 국가부채를 무조건적으로 나쁘다고 생각하는 사고와 긴축정책이 국가신뢰도를 높여 투자를 활성화시켜 경제를 성장시킬 것이라는 생각에 경종을 울린다. 1930년대 미국을 비롯한 선진국의 경험과 최근의 사례들을 살피며 긴축이 긍정적인 결과를 낸 경우는 거의 없으며, 대단히 위험천만한 결과로 이어질 수 있음을 경고한다. Selected as a Financial Times Best Book of 2013 Governments today in both Europe and the United States have succeeded in casting government spending as reckless wastefulness that has made the economy worse. In contrast, they have advanced a policy of draconian budget cuts-austerity-to solve the financial crisis. We are told that we have all lived beyond our means and now need to tighten our belts. This view conveniently forgets where all that debt came from. Not from an orgy of government spending, but as the direct result of bailing out, recapitalizing, and adding liquidity to the broken banking system. Through these actions private debt was rechristened as government debt while those responsible for generating it walked away scot free, placing the blame on the state, and the burden on the taxpayer. That burden now takes the form of a global turn to austerity, the policy of reducing domestic wages and prices to restore competitiveness and balance the budget. The problem, according to political economist Mark Blyth, is that austerity is a very dangerous idea. First of all, it doesn't work. As the past four years and countless historical examples from the last 100 years show, while it makes sense for any one state to try and cut its way to growth, it simply cannot work when all states try it simultaneously: all we do is shrink the economy. In the worst case, austerity policies worsened the Great Depression and created the conditions for seizures of power by the forces responsible for the Second World War: the Nazis and the Japanese military establishment. As Blyth amply demonstrates, the arguments for austerity are tenuous and the evidence thin. Rather than expanding growth and opportunity, the repeated revival of this dead economic idea has almost always led to low growth along with increases in wealth and income inequality. Austerity demolishes the conventional wisdom, marshaling an army of facts to demand that we austerity for what it is, and what it costs us.
