비벡 H. 머시 박사는 2014년 12월부터 2017년 4월까지 미국의 19대 공중보건위생국장을 지냈다. ‘국가 주치의 America’s Doctor ’로서 오피오이드 확산, 전자담배, 정서 건강과 안녕 등 중대한 공중보건 문제에 국가의 관심을 환기시켰다. 미국 공중보건복무단 PHSCC 의 중장으로서 국가의 건강 보호에 헌신하는 6,600명의 장교들로 구성된 지원단을 지휘하며, 에볼라바이러스와 지카바이러스로부터 국민의 안전을 지켜내기도 했다.
공중보건위생국장에 취임하기 전 그는, 백신으로 예방 가능한 질병과 지방보건, HIV/AIDS 교육 등 비교적 의료기반이 취약한 분야에 많은 관심을 기울이며 여러 조직을 설립했다. 하버드에서 학사 학위를 받았고 예일대에서 의학박사와 경영학 석사 학위를 받았다. 브리검 여성병원과 하버드의과대학에서 내과 레지던트를 수료했으며 이후 이곳의 교수가 됐다. 머시 박사는 현재 아내 앨리스 첸 박사, 두 자녀와 함께 워싱턴 D.C.에 살고 있다.
