This book attempts to provide an analysis of Vietnam’s public sector reform. The public sector has four ingredients. First, the public sector is essentially an institution. Second, the government itself is a governing mechanism. Finally, people and money are required to govern. Hence, this book focuses on these four aspects of the public sector; i.e. institutional and administrative reforms, governance reform, human resource management reform, and public expenditure management reform. This study is composed of four parts: 1) Institutional and Administrative Reforms; 2) Governance Reform, 3) Human Resource Management Reform, and 4) Public Expenditure Management Reform. Ch. 1 discusses the principles, goals, and strategies of institutional reform and proposes the future direction of administrative reform in Vietnam based on the analysis of the Korean experience. Here, the term "institution" is not limited to market economy institutions, but refers to a more general framework of governing, that is, the rules of the game. Hence, this part discusses administrative reform such as the changes of incentive structures that face civil servants and the general public in Vietnam. Ch. 2 deals with governance reform with a special focus on the improvement of the state’s capacity and accountability. A major roadblock to state capacity building in Vietnam is the fragmentation and commercialization of the state. In addition, limited citizen participation and the low quality of public services weaken accountability. Ch. 2 delineates key governance issues in Vietnam and provides the future directions of governance reform based on this diagnosis. Ch. 3 examines the current status of Vietnam’s human resource management; this part basically proposes a sequential approach to HRM reform. The stabilization of career civil services is the most basic ingredient of HRM. For which management based on merit and the assurance of a high standard of administrative ethics are essential. Then, the Vietnamese government must prepare for evidence-based management. The final stage of HRM reform is the full-scale adoption of a performance management and position classification system. Ch. 4 also proposes a sequential approach to public expenditure management reform based on the analysis of Korea's so-called Four Major Fiscal Reform Initiatives that includes medium-term expenditure framework, top-down budgeting, performance management, and a digital budget and accounting system.<br/><br/>이 책은 베트남의 공공부문개혁 경험을 분석하고 향후 발전 방향을 제시하는 데 그 목적이 있다. 공공부문은 네 개의 요소로 구성되어 있다고 할 수 있는 데, 제도, 거버넌스, 인력과 예산이 그것이다. 이 책은 공공부분의 네 가지 요소에 초점을 맞추어 베트남의 공공부문개혁을 분석하고 있다. 제1장 ‘제도와 행정 개혁’에서는 제도개혁의 원칙, 목표 및 전략을 논의하고 한국의 경험에 기초해서 베트남 행정개혁의 미래방향을 제시하고 있다. 여기서 ‘제도’는 단순히 시장 경제 제도만을 의미하는 것이 아니라 보다 일반적인 수준에서의 ‘게임의 규칙’을 의미한다. 따라서 여기서는 베트남의 공무원과 일반 국민들이 마주하게 될 인센티브 구조를 어떻게 변경해서 공공부문 개혁을 이루어나갈 수 있을지를 집중적으로 논의하고 있다. 제2장은 국가의 능력과 책무성에 초점을 맞추어 거버 너스 개혁을 논의하고 있다. 베트남에서 국가능력 향상에 가장 큰 장애물은 국가의 분절화와 상업화이다. 또한 제한된 시민참여와 낮은 공공서비스의 질이 책 무성을 약화시키고 있다. 이 부분에서는 베트남이 봉착한 주요한 거버넌스 이슈를 논의하고 거버넌스 개혁방안을 제시하고 있다. 제3장은 베트남의 인력관리 문제를 다루고 있으며, 기본적으로 인력관리 개혁에 있어서 순차적인 접근법을 제안하고 있다. 직업공무원제의 안정화가 가장 기초적인 과제이며, 이를 위해 서는 실적과 높은 행정윤리에 기반한 관리가 제도화될 필요가 있다. 이러한 제도적 개혁의 기초 위에 증거기반 관리가 도입될 필요가 있으며, 최종 단계로서 성과관리와 직위분류제의 도입을 제안하고 있다. 제4장은 국가재정운용계획, 탑다운예산제도, 재정성과관리제도, 디지털예산회계시스템 등 한국의 경험에 기초해서 공공재정관리에 있어서 순차적 접근을 제안하고 있다.<br/>
